(A) No person shall stop, stand or park a vehicle in a commercial curb loading zone for any purpose or length of time other than for the expeditious unloading and delivery or pickup and loading of materials during hours when the provisions applicable to the zones are in effect. In no case shall the stop for loading and unloading of materials exceed 30 minutes. Vehicles using any commercial loading zone shall be subject to the licensing requirements and regulations provided by this chapter.
(B) No passenger vehicle, as defined herein, shall be parked in locations designated as commercial loading zones unless the owner of the vehicle has met the requirements for a commercial vehicle license and has obtained the license, license plate and decal.
