(A) (1) The Traffic Engineer shall have authority to issue, withhold or revoke, permits for temporary or emergency operation of vehicles or combinations of vehicles in excess of 13½ feet in height.
(2) Special permits shall prescribe the hours of the day when valid, the streets to be used and the route to be taken, and any other conditions that the Traffic Engineer may consider proper under the circumstances.
(B) (1) Application for permits provided in this section shall be made to the Traffic Engineer a reasonable time in advance of the expected time of movement of the vehicles.
(2) In emergencies affecting the safety of persons or property, however, permits may be issued for immediate movement.
