(A) No vehicle which is equipped with pneumatic tires shall be driven, transported or hauled over any street or highway on the metal rim or wheel or when the tire is flat or uninflated.
(B) No vehicle equipped with solid rubber tires shall be driven or transported over any street or highway when the wearing or driving surface of the tires is not full, smooth and round or when any part of the wearing surface is broken out or removed.
