(A) The Traffic Engineer is hereby authorized to determine the location of passenger and commercial curb loading zones and shall place and maintain appropriate signs indicating the zones and stating the hours during which the provisions of this section are applicable.
(B) The Traffic Engineer is hereby authorized and required to approve the establishment of all loading zones for public carriers on the public streets in the places and in a number as he or she shall determine to be of the greatest benefit and convenience to the public and every loading zone shall be designated by appropriate signs.
(C) No bus shall be operated within the city that makes more than one stop in the city for the taking or discharging of passengers for hire, until the route has been approved by the Traffic Engineer.
