§ 40.399 PENALTIES
   (A)   Any person, firm or corporation violating any provisions of this article concerning parking of motor vehicles, and for which a citation is issued, except for violation of § 40.309 (C), shall be fined five ($5.00) dollars for each offense. The fine shall be paid to the police department within seven (7) days after the citation is issued. If the fine is not paid within seven (7) days, the citing officer shall make a complaint to the district court, and the offense shall constitute a violation.
   (B)   The fact that a vehicle which is illegally parked is registered in the name of a person shall constitute a prima facie presumption that the registered owner was in control of the vehicle at the time of the parking.

   (C)   Any vehicle parking in violation of § 40.306(O) shall be fined fifty ($50.00) dollars for each offense.

   (D)   Any person who shall violate or permit anyone to violate Chapter 40 may present the parking violation or his traffic violation ticket to the police department dispatcher within twenty-four (24) hours after the violation was committed, and pay to the police department dispatcher or pay into the courtesy collection boxes affixed to various parking meters, the sum of ten ($10.00) dollars as the penalty for the violation. The sum of twenty-five ($25.00) dollars shall be assessed if presented and paid to the police dispatcher within seventy-two (72) hours of the violation. If presented and paid to the police dispatcher after the expiration of seventy-two (72) hours since the violation, the sum of ten ($10.00) dollars plus collection costs incurred by the city shall be assessed. Furthermore, if the fine is not paid within the period of seventy-two (72) hours, a complaint may be made by authorized police department personnel to the district court and the offense shall constitute a violation.
   (E)   It shall constitute a new and separate violation at the expiration of each succeeding period of time equal to the maximum amount of time shown on the parking meter.

   (F)   In any prosecution charging a violation of any law or regulation governing the standing or parking of a vehicle, proof that the particular vehicle described in the complaint was parked in violation of any such law or regulation, together with proof that the defendant named in the complaint was at the time of the violation the registered owner of the vehicle, shall constitute in evidence a prima facie presumption that the registered owner of the vehicle was the person who committed the violation.
