(A) For purposes of this section, the term "HOLIDAY" shall be defined as a day when city hall is closed, or those days designated by an act of Congress, by the Kentucky General Assembly, the mayor or the city council.
(B) The following streets or portions of streets shall be designated non-metered regulated parking zones where a vehicle may be temporarily parked and allowed to remain for a period of no more than two (2) hours between the hours of 8:00 a.m. and 5:00 p.m., except Sundays and holidays:
