(A) Two-hour parking. It shall be unlawful for any person to park any vehicle for a longer period of time than two (2) hours, during the hours indicated, upon the following streets or portions of streets, except on Sundays and legal holidays:

(B) Parking prohibited during specific hours. It shall be unlawful for any person to park any vehicle during the hours indicated on the following streets or portions of streets:

(A) For purposes of this section, the term "HOLIDAY" shall be defined as a day when city hall is closed, or those days designated by an act of Congress, by the Kentucky General Assembly, the mayor or the city council.
(B) The following streets or portions of streets shall be designated non-metered regulated parking zones where a vehicle may be temporarily parked and allowed to remain for a period of no more than two (2) hours between the hours of 8:00 a.m. and 5:00 p.m., except Sundays and holidays:

(A) Any police officer may impound any vehicle illegally parked in any place where the vehicle creates or constitutes a traffic hazard, blocks the use of any fire hydrant, or obstructs or may obstruct the movement of any emergency vehicle. An illegally parked vehicle may be similarly impounded where a citation for the illegal parking has been attached to the vehicle, and the vehicle has not been moved within six (6) hours after issuance of the citation.
(B) Vehicles so impounded shall be removed and towed away by any commercial towing service. The vehicles shall be stored in a safe place and shall be restored to the owner or operator upon payment of the amount of the fine for the illegal parking, plus such reasonable towing and storage charges which may be charged.

(A) Any person, firm or corporation violating any provisions of this article concerning parking of motor vehicles, and for which a citation is issued, except for violation of § 40.309 (C), shall be fined five ($5.00) dollars for each offense. The fine shall be paid to the police department within seven (7) days after the citation is issued. If the fine is not paid within seven (7) days, the citing officer shall make a complaint to the district court, and the offense shall constitute a violation.
(B) The fact that a vehicle which is illegally parked is registered in the name of a person shall constitute a prima facie presumption that the registered owner was in control of the vehicle at the time of the parking.

(C) Any vehicle parking in violation of § 40.306(O) shall be fined fifty ($50.00) dollars for each offense.

(D) Any person who shall violate or permit anyone to violate Chapter 40 may present the parking violation or his traffic violation ticket to the police department dispatcher within twenty-four (24) hours after the violation was committed, and pay to the police department dispatcher or pay into the courtesy collection boxes affixed to various parking meters, the sum of ten ($10.00) dollars as the penalty for the violation. The sum of twenty-five ($25.00) dollars shall be assessed if presented and paid to the police dispatcher within seventy-two (72) hours of the violation. If presented and paid to the police dispatcher after the expiration of seventy-two (72) hours since the violation, the sum of ten ($10.00) dollars plus collection costs incurred by the city shall be assessed. Furthermore, if the fine is not paid within the period of seventy-two (72) hours, a complaint may be made by authorized police department personnel to the district court and the offense shall constitute a violation.
(E) It shall constitute a new and separate violation at the expiration of each succeeding period of time equal to the maximum amount of time shown on the parking meter.

(F) In any prosecution charging a violation of any law or regulation governing the standing or parking of a vehicle, proof that the particular vehicle described in the complaint was parked in violation of any such law or regulation, together with proof that the defendant named in the complaint was at the time of the violation the registered owner of the vehicle, shall constitute in evidence a prima facie presumption that the registered owner of the vehicle was the person who committed the violation.
