577.05 PLAN REQUIREMENTS.
   (a)   No person, firm, association, corporation or partnership shall construct, install, operate, equip or extensively alter a tattoo operation until the plans therefor have been submitted to and approved in writing by the City. When such plans are submitted to the City, they shall be acted upon by the City within forty-five days after date of receipt.
   (b)   The plans and specifications submitted for the approval of the City shall clearly show and describe what applicable provisions of this regulation shall be adequately met and shall include:
      (1)   The total area (square feet) to be used for the tattoo operation.
      (2)   Entrances and exits.
      (3)   Location, number and types of plumbing fixtures, including all water supply facilities.
      (4)   Plan of lighting, both natural and artificial.
   (c)   All equipment, both new and used, to be utilized in the tattoo operation must be approved by the Health Commissioner.
   (d)   No tattoo operation shall be conducted in any zoned residential area, nor shall any such operation be conducted within 500 feet of any zoned residential property, any school, public library, church or daycare center.
