Except as provided in subsections (d) and (e) below, every person to whom a registration certificate is issued under the terms of this chapter shall be governed by the following rules and regulations:
(a) All circulars, samples or other matter shall be handed to an occupant of the property or left in a secure place on the premises. In the event that a secure place is not readily, conveniently and obviously available, no circulars, samples or other matter should be left at the premises.
(b) No canvasser or solicitor shall enter or attempt to enter the house or apartment of any resident in the Municipality without an express invitation from the occupant of the house or apartment.
(c) No person subject to the terms of this chapter shall make any false, fraudulent, misleading or deceptive statement during the course of that person’s soliciting activity within the Municipality.
(d) No commercial canvassing or soliciting is permitted in the City before 9:00 a.m. on any day. No commercial canvassing or soliciting is permitted on any day after the hours set forth in this schedule:
(1) During periods of time when daylight savings time is in effect, one hour past the time of sunset except in no event after 7:00 p.m.
(2) During periods of time when daylight savings is not in effect, one hour past the time of sunset.
(e) No non-commercial canvassing or soliciting shall be permitted by a non- commercial canvasser or solicitor except during the hours of 9:00 a.m. and 9:00 p.m.
