The Director of Public Service, subject to the approval of the Mayor, is authorized from time to time to enter into a contract with consulting engineers, to provide special engineering counsel to the City. Such special engineering counsel shall be paid just and reasonable compensation for services rendered, together with reimbursement for travel and other expenses necessarily incurred in performance of such services, upon approval by the Board of Control of the invoices submitted for such compensation and reimbursement, from funds appropriated by Council from time to time for such purpose.
