(a) The Director of Public Safety is authorized and directed to designate in the municipal parking lots, which are owned and maintained by the City, spaces within which vehicles are to be parked, which designation shall be by lines marked upon the surface of the parking lot, or by signs or markers, or otherwise.
(b) When such parking spaces have been so designated, no person shall:
(1) Park any vehicle in any portion of the parking lot except entirely within one of the parking spaces; or
(2) Park any vehicle in such a manner as to occupy more than one of the parking spaces, or park any vehicle in such a manner to obstruct the passage of any vehicle to or from any one of the parking spaces.

(c) Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
