(a) The Clerk of Council is hereby directed to dispense with reading of the minutes of Council's regular or special meetings.
(b) The Clerk of Council is hereby directed to submit proposed written minutes of Council's regular and special meetings to each Councilperson, the Mayor and the Solicitor not later than two working days prior to the date of any regular or special Council meeting following the meeting about which such minutes were prepared.
