(a) An owner or occupant of a lot or parcel of land located within the City of Belpre shall be notified by the Safety-Service Director or his or her designee to immediately cut any noxious or harmful weeds, vines or grass growing upon his or her premises. Such notification shall be in writing, served by certified mail, return receipt requested, or by publication of a legal notice in a newspaper of general circulation in the County. The owner or occupant shall cut such weeds, noxious grass or vines within five (5) days of receipt of the notice, or as requested in Section 557.02(b) and (c).
(b) Every notice shall state that if the notice is not completed within the time provided therein, in addition to the penalty provided in this chapter, all costs and administrative expenses provided by the City of Belpre in cutting the noxious weeds, grass or vines shall be entered upon the tax duplicate of the owner and shall be a lien upon such lands.
