(a) The passage of an ordinance changing a zoning classification shall require the affirmative vote of two-thirds of all the members of Council when:
(1) The Planning Commission does not recommend an approval of such change, supplement or amendment; or
(2) There is filed with the Planning Commission or Council a written protest against such change, supplement or amendment, signed by the owners of fifty percent (50%) or more of any one of the areas of property designated as follows:
A. The area of the lots included in such proposed change; and
(b) Any ordinance changing a zoning classification, if not passed by Council within sixty days after the required public hearing thereon, shall not thereafter be passed by Council until and after a further public hearing has been held. Notification of the further public hearing shall be given as prescribed elsewhere in this chapter.
