Whenever the Law Director is of the opinion that a junkyard is being operated or maintained in violation of any of the provisions of this chapter he may apply, in the name of the State, to a court of competent jurisdiction alleging the violation of and praying for an injunction or other proper relief. In such a case the court may order the junkyard abated as a nuisance or make such other order as may be proper. An action brought under the provisions of this section shall be deemed to be a bar to a prosecution under the provisions of this chapter.
