(a) Any person operating or maintaining a junkyard within 1,000 feet of a State road, public street or alley prior to May 25, 1964, shall have one year thereafter to erect the required fence, if the junkyard is not obscured by natural objects. If after April 1, 1964, a junkyard is established within 1,000 feet of a State road, public street or alley within the City, it must be so located that the view thereof from the State road, public street or alley shall be obscured by natural objects or a fence. If the junkyard is so obscured, the person operating or maintaining it shall be entitled to a license.
(b) Any fence constructed under the provisions of this chapter shall be neatly constructed and nontransparent, shall be kept in good order and repair, and no advertisement shall be permitted thereon other than the name of the person under whose name the license has been issued and the nature of the business conducted herein.
