(A) Bills. Bills for water shall be dated and sent out at such time as may be directed by the Village Comptroller and may, at the discretion of the Comptroller, be combined with bills for other services.
(B) Late payment. Any bill which has not been paid in full 15 days after issuance shall be subject to a late payment penalty of 10% on the outstanding balance.
