(A) The Village Clerk shall provide, each year, such number of metal badges as may be necessary, of such size and shape as he or she shall deem expedient, having stamped thereon the words “dog license” and the number indicating the year for which the tax is paid. It shall be the duty of the Village Clerk to deliver one of such metal badges to the person paying tax upon any dog, as provided in § 92.20, at the time of payment.
(B) Rabies inoculations.
(1) Before the Village Clerk shall provide the owner, keeper or harborer of any dog within the village with a license badge, pursuant to division (A) of this section, he or she shall first obtain from such person a certificate from a duly licensed, registered veterinarian that the dog for which a license badge is sought is safe and has been inoculated within the last 12 months with a prophylactic serum to prevent rabies.
(2) No license badge shall be issued with reference to any dog if such dog has not been inoculated within the preceding 12 months, unless such proof of an inoculation is furnished to the Village Comptroller.
(C) Every person keeping or harboring any dog licensed, as provided in this section and § 92.20, shall keep and maintain a collar around the neck of the dog in question with the metal badge, as described in division (A) of this section, securely fastened thereto. Every dog found in the village without such badge shall be deemed an unlicensed dog and shall be so disposed of by the Chief of Police or other police officer of the village as provided.
