(A) Every person owning, keeping or harboring any dog within the village shall register each dog with the Village Comptroller, who shall keep a book for recording such registration.
(B) Every person owning, keeping or harboring a dog shall pay to the Village Comptroller the sum of $5 as an annual license fee for each dog so owned, kept or harbored. This fee shall be due during the month of January of each year or within ten days after such dog is acquired.
(C) Every person owning, keeping or harboring a dog who has not registered such dog and paid the requisite fee as provided in division (B) of this section prior to January 31 of each year, shall pay on February 1 or thereafter a penalty of $1 per month in addition to the regular fee.
