§ 51.02 REGULATIONS FOR DOWNSPOUTS.
   (A)   Disconnection of gutters and downspouts from sanitary sewers. On all buildings where gutters and downspouts are provided, gutters and downspouts shall be disconnected and separated from the sanitary sewers, and such downspouts shall be so arranged after disconnection that all water will discharge on the ground surface in such a way as to avoid damage to adjoining property or obstruction of walks.
   (B)   Construction requirements. All downspouts must be so constructed and maintained that they cause no damage to adjacent property. In no case shall water be allowed to discharge from the end of any downspout at a height greater than 12 inches above grade.
   (C)   Downspout diverters and extensions. Downspout diverters and extensions may be used in connection with such downspouts; provided, that the construction and maintenance does not cause damage to property or create a nuisance in any manner whatsoever. In no case shall any downspout diverter or extension or any installation direct water toward adjoining property.
   (D)   Downspouts to drain into front of building downspout. All centers of building downspouts and rear of building downspouts shall be drained through piping to front of building downspouts so that the water will flow to storm sewer intakes in streets.
