Facilities described in Section 953.01 shall be available to any person, firm, corporation, association or any other organization of good business and moral character, who makes a sworn application in writing on a form to be furnished by the Service-Safety Director, which shall give the following information:
(a) The name and description of the applicant.
(b) The address and telephone number of the applicant.
(c) The applicant's place of employment and the nature of his business.
(d) The nature and number of the applicant's flying license.
(e) A description of the plane to be stored.
