(A) All persons, corporations, or entities engaging in the rental of residential property for vacation, leisure, or recreation purposes for fewer than 90 days by a person who has a place of permanent residence to which he or she intends to return shall be subject to this section.
(B) All persons or entities subject to this section shall install, have, and maintain in the vacation, leisure, or recreational rental as described above, a land line telephone capable of dialing 911 despite power outages.
