(A) The rates of charges as set forth in § 51.021 are declared to be just and equitable and shall apply to all residential, commercial and industrial establishments in any manner directly or indirectly connected with the municipal sewer system of the city.

(B) The rates of charges set forth in § 51.021 shall be revised from time to time as may be necessary in order that the city may comply with the covenants and undertakings securing the sewage works (revenue) bonds of the city, referred to in the preamble of Ordinance 2-1973.
