§ 51.021 SCHEDULE OF RATES AND CHARGES.
   (A)   For the use of and the service rendered by the sewage works, sewer charges shall be collected from the owners of each and every lot, parcel of real estate, or building that is or could be connected to the city's sewerage system or which otherwise discharges sanitary sewage, industrial wastes, water or other liquids, either directly or indirectly, into the sewerage system of the city. These sewer charges which shall be changed as necessary or annually by the Common Council, shall be payable as provided in § 51.025, and shall be in an amount determinable as follows.
      (1)   Basic monthly sewer charge per meter shall be $13.14.
      (2)   In addition to the basic monthly sewer charge per meter, an additional monthly treatment rate per 1,000 gallons of metered water usage shall be $7.73.
      (3)   The minimum monthly charge for any metered user shall be $13.14.
   (B)   In addition to the monthly rates of charges, as set out in division (A) above, there is hereby fixed and established a sewer connection charge in the sum of $1,200 for each 4-inch sewer service connection which shall be paid in full to the city before each sewer service connection is effected. The charge for a sewer connection larger than 4-inch will be the cost of labor and materials, but not less than the charge for a 4-inch sewer service connection. The term "sewer service connection" upon which the charge is hereby imposed refers to any connection that is accomplished by a direct tap into or other direct connection with a city main or lateral sewer, or a street, public alley, or other public property by a direct tap into or other direct connection with a stub or house sewer leading from a city main or lateral sewer. The sewer service connection charge shall not apply to, and is not imposed upon, any connection accomplished at a point upon private property by a direct connection with a stub or house sewer leading from a city main or lateral sewer into the private property. No person, firm or corporation shall connect more than one lot and the principal building and accessory buildings located thereon to the municipal sewer system by means of one house sewer or one sewer service connection to a city main or lateral sewer. The Sewer Superintendent may reduce the tapping fee, in an amount within the discretion of the Sewer Superintendent, in cases where a developer is furnishing the labor and/or materials to effect the tapping connection.
    (C)   Where a metered water supply is used for fire protection as well as for other uses, the city may, in its discretion, make adjustments in the minimum charge and in the user charge as may be equitable.
   (D)   For the service rendered to the city, the city shall be subject to the same sewer charges provided in division (A) above, or to sewer charges established in harmony therewith.
   (E)   Whenever for any cause a water meter fails to operate, a reasonable estimate shall be made by the Water Department of the amount of water supplied during the period the meter fails to operate, and the user shall pay a rate based in whole or in part upon that estimate of the amount of water supplied as the case may be.
