§ 32.038 POWERS AND DUTIES.
   (A)   The Board of Parks and Recreation shall have the general power to perform all acts necessary to acquire and develop sites and facilities to conduct the programs that are generally understood to be park and recreation functions, including all powers and duties provided by I.C. 36-10-3-1 et seq., and all laws amendatory thereof or supplemental thereto.
   (B)   The Board may create an advisory council and special committees composed of citizens interested in the problem of parks and recreation in accordance with the provisions of I.C. 36-10-3-1 et seq., and all laws amendatory thereof or supplemental thereto.
