A majority of the members of the City Plan Commission shall constitute a quorum but no action of the Commission shall be binding unless authorized by a majority of the Commission at a regular or duly called special meeting thereof. The Commission shall fix a time for holding regular meetings thereof, but a special meeting may be called at any time by the President, or by two members upon written request to the Secretary. Written notices shall be mailed by the Secretary to all members at least two days before a special meeting, advising them of the time and place of the meeting.
