155.03 NECESSITY FOR REQUESTS.

   The estimated budget required by Section 155.02 shall be in detail, showing salaries, labor, materials, equipment and other items to be paid or purchased and chargeable to each department. All requests for funds for items, salaries or services, not necessarily a day-to-day necessity for the operation of any department, shall be accompanied by a statement showing the reason and necessity for the request.
