155.02 ESTIMATE BY DEPARTMENT HEADS.

It shall be the duty of each department head, upon the request of the Finance Director, and upon such forms as he shall provide, to furnish an estimate of the amount of funds needed to operate his individual department for the next ensuing calendar year in the form of a budget, to be signed by such department head.
