1375.09 RENTAL LICENSE.
   (a)   No owner, agent or person in charge of any single-family dwelling, two-family dwelling, three-family dwelling, duplex or suite within a duplex shall rent or lease such building or any part thereof for residential occupancy, nor shall any person occupy such building unless the owner thereof holds a Rental License issued by the Building Commissioner, which license and occupancy permit has not expired, been revoked or otherwise become null and void.
   (b)   Application for a Rental License required by the provisions of this chapter shall be made by supplying the information and inspection as set forth in Section 1375.02 and Section 1375.03 of this chapter. Upon completion of such application, submission of inspection fees, as set forth in Section 1375.05, and submission of Rental License fees, as set forth in Section 1375.10, the Building Commissioner shall issue a Rental License.
