1321.02 REQUIREMENTS FOR DWELLING UNITS.
Each dwelling unit for construction of which application for a permit is made on or after February 7, 1961, shall, prior to occupation thereof for residence purposes, be equipped with a properly installed and operating sink disposal and an electrical compactor, each of which conforms to the specifications set forth in Section 1321.05 or as approved by the Building Commissioner. In the case of a multiple-residence dwelling, compactors of adequate capacity readily available to occupants of all dwelling units therein shall be sufficient for the purpose of this section. In addition thereto, each dwelling unit in a multiple-residence dwelling shall be equipped with a sink disposal.

1321.03 REQUIREMENTS FOR STRUCTURES OTHER THAN DWELLING UNITS.
Every retail, commercial, industrial or manufacturing building or place other than a dwelling unit shall, prior to occupancy or use for any purpose, be equipped with a properly installed and operating sink disposal which conforms to the specifications provided in Section 1321.05.

1321.04 PERMIT REQUIRED.
No sink disposal shall be installed without obtaining a permit therefor from the Building Commissioner.

1321.05 SPECIFICATIONS.
For the purposes of this chapter, the following specifications are prescribed for sink disposals:
(a) A sink disposal shall be electrically operated and shall bear evidence of the approval of Underwriters' Laboratories, Inc.

(b) A garbage incinerator shall operate so as to completely consume wet or dry garbage by burning it to ash without causing noisome, offensive or noxious odors, vapors or gases and without the discharge or emission into the atmosphere of sparks, ash or the powdered residue of the substance which has been burned.
(c) A sink disposal shall be electrically operated and shall bear evidence of the approval of Underwriters' Laboratories, Inc.

1321.06 INSPECTION.
The Building Commissioner or his duly authorized representative, shall have authority to enter and inspect buildings and premises for the purpose of investigating the installation and use of mechanical garbage disposers and garbage incinerators.

1321.99 PENALTY.
Whoever violates this chapter is guilty of a minor misdemeanor. Each day the violation continues shall constitute a separate offense.
