919.03 FREE SERVICE PROHIBITED; OUTSIDE USERS.

   (a)    Charges for wastewater services shall be determined in accordance with the terms of this chapter and shall not be provided without charge to any users of such wastewater services.

   (b)    User charges will be proportionate to the operation, maintenance and replacement costs incurred in providing service. No discounts for quantity or other factors or free service will be provided to any user.

   (c)    Service will be provided to users located outside of the City in accordance with the terms of this chapter. Those users will pay the same operation, maintenance, and replacement costs as Bedford Heights residents plus a surcharge to cover their share of capital costs. Capital costs will be determined in accordance with Section 919.04(f) as part of the annual review set forth in this chapter. It will not be necessary to annex to the City in order to receive Bedford Heights sanitary sewer services so long as the outside users are within the Bedford Heights Sewer district. All users shall be subject to the rules and regulations set forth in Chapter 917, Sewers Generally; Chapter 918, Sanitary Sewer Use; Chapter 919, User Charge System; Chapter 920, Industrial Pretreatment; and Chapter 921, Sewer Construction.
