917.01 PURPOSE AND POLICY.
   (a)    Provisions in Chapter 917 shall apply to Chapter 917, Sewers Generally; Chapter 918, Sanitary Sewer Use; Chapter 919, User Charge System; Chapter 920, Industrial Pretreatment; and Chapter 921, Sewer Construction.
   (b)    The purpose of Chapters 917, 918, 919, 920 and 921 is to establish guidelines concerning the sanitary and storm sewers in the City. These guidelines are further needed because the City operates a sewer treatment facility and for the following additional reasons:
      (1)    The National Pollutant Discharge Elimination System (NPDES) permit held by the City outlines parameters regarding the characteristics of wastewater that may be introduced to the public waters which need to be embodied in the Codified Ordinances of this City;
      (2)    There are certain Environmental Protection Agency and certain State and Federal agency guidelines which require wastewater treatment systems to operate effectively in collecting and treating wastewater in order to meet established standards; and
      (3)   Any federal grants supporting operations or aspects of wastewater treatment require that policy and standards be set forth by City ordinance.
