§ 94.01 RULES AND REGULATIONS FOR CONDUCT IN PARKS AND PUBLIC SQUARES.
   Rules and regulations are hereby established for the management and protection of: Fort Bedford Park, bounded on the west by West Street and on the east by Richard Street; the Green; the Memorial Park Cemetery; and the public square, hereinafter collectively referred to as “the parks.”
   (A)   The parks shall be open daily for public use between the hours of 8:00 a.m. and 10:30 p.m. After 10:30 p.m. it shall be unlawful to loaf, loiter, or congregate in the parks or to wilfully make any loud, boisterous, or unseemly noise or disturbance to the annoyance of peaceable residents nearby or the traveling public.
   (B)   No person shall injure, deface, remove, cut, or damage any of the trees, plants, shrubs, buildings, structures, fixtures, benches, or any other property of the borough located within the parks.
   (C)   No person shall conduct himself or herself in the parks so as to annoy any other person using the parks.
   (D)   No person shall set up any booth, table, or stand for the sale of any article whatsoever within the limits of the parks, without the consent of the Borough Secretary, who shall have the authority to refuse such consent.
   (E)   No person shall dispose of any waste, litter, garbage, or other refuse in the parks except in receptacles designated for the respective purposes.
   (F)   In addition to the times set forth in division (A) above, the banks of the Raystown branch of the Juniata River shall be open at all times for persons while actively engaged in fishing.
   (G)   The times set forth in division (A) above, shall not apply to events specifically authorized by action of the Council of the borough.
