The impervious surface standard set forth in § 153.03 shall not apply to all existing impervious surface coverages for any area contained within the chapter existing as of the date of the initial passage of this chapter. Impervious surface area in existence at the time of the initial passage of this chapter shall be allowed to continue and exist despite the nonconformity with the existing provision of § 153.02. Non-conforming properties contained within this section shall be allowed to rebuild, remodel, reconfigure, and restore the property in existence at the time of the initial passage of this chapter.
