For the purpose of this chapter, the following definition applies unless the context clearly indicates or requires a different meaning.
VEHICLE. Every device in, upon, or by which any person or property is or may be transported or drawn upon a highway, excepting devices used exclusively upon stationary rails or tracks.

(A) No person shall park or stand any vehicle upon the private property of any other person without the consent of the owner, occupant, lessee, or other person in charge of the property. Nor shall any person park or stand any vehicle upon any public park or other public property except along any roadway where parking is permitted or in an area set aside for parking of vehicles.
(C) No person shall park any vehicle where temporary signs are posted reading “no parking - police order” as long as these signs are in place.
(D) No person shall park a vehicle or permit it to stand, whether attended or unattended, upon any alley within this municipality; provided that this shall not prohibit the parking of vehicles for less than a period of one hour along any alley for the purpose of having access to any property abutting thereon for the purpose of loading or unloading merchandise or other material when access cannot conveniently be secured upon the property itself.
(E) The City Council may, from time to time, by motion or resolution, designate portions of the highways, streets, and public lands within the corporate limits of this municipality as no parking zones or limited parking zones and shall cause these zones to be marked by appropriate signs. The location of signs limiting parking shall be prima facie evidence that the City Council has, by proper resolution or motion, authorized the establishment of these no parking or limited parking zones. The City Council shall make a determination of no parking zones or limited parking zones on the basis of convenience to the public and traffic hazards. No person shall park any vehicle in a no parking zone or any limited parking zone for a longer period than is specified on the signs marking the zones, and violation thereof shall be a petty offense.

(A) The driver of any vehicle which becomes disabled while traveling on any street or alley such that it is impossible to avoid stopping and temporarily leaving the vehicle on the street or alley shall move the vehicle as close to the curb or edge of the roadway as may be done. If the vehicle cannot be immediately moved or towed away, the driver shall immediately report the disability to the Police Department.
(B) No owner or driver of a vehicle which is disabled shall allow it to remain upon the traveled portion of any street or alley, or allow a disabled vehicle to be parked along any street or alley, even though parking of it would otherwise be lawful, for any longer than is reasonably necessary to cause the vehicle to be moved or towed away.

No driver or owner shall abandon any vehicle upon any street, alley, or public property within the city. The leaving of any vehicle not reasonably capable of being driven for transportation, or which cannot be driven without being repaired, upon any street, alley, or public property for more than seven days is prima facie evidence of a violation of this section. Vehicles determined to be abandoned pursuant to this section shall be subject to the same impoundment and disposition provisions contained within § 72.05.
