The City Manager may, for cause, deny a license applied for under this chapter or suspend or revoke any license granted under this chapter, in accordance with Chapter 802 of these Codified Ordinances, after an informal hearing is requested in writing by the applicant or licensee.
Any applicant or licensee aggrieved by a final decision of the City Manager under this section shall have the right to a hearing before the City Commission, provided that a written request therefor is filed with the City Clerk within five days after receipt of the notice of the City Manager's decision in accordance with Chapter 802. During the pendency of any such appeal, the final determination of the City Manager shall remain in full force and effect.
