(a) This chapter shall be construed in such a manner so as to avoid conflict with the Act or other applicable law, it being the intent of the City to comply with the Act in all respects to ensure the City qualifies for distributions of funds by the Metro Authority under the Act.
(b) So as to avoid any conflict with the Metro Act and in furtherance of the intent of the city to comply with the Act, in the event of conflict between this chapter and other City ordinances, the provisions of this chapter shall control.
