It is the intent of this chapter to protect, maintain and enhance the health, safety, and general welfare of the citizens of the City by:
(a) Regulating non-storm water discharges, also known as illicit discharges or illicit connections, to the municipal separate storm sewer system (MS4) to the maximum extent practicable as required by Federal and State law.
(b) Establishing methods for controlling the introduction of pollutants, by any user, into the MS4 in order to comply with the requirements of the National Pollutant Discharge Elimination System (NPDES) permit process.
(c) Establishing legal authority to carry out all inspection, surveillance, and monitoring procedures necessary to ensure compliance with this chapter.
