1047.01 FINDINGS OF FACT.

The City finds that non-storm water flows that enter the storm sewer system adversely affects the public health, safety and welfare because these flows may contain harmful constituents that, when conveyed to the waters of the City, State of Michigan, or United States, will be harmful.
