(A) (1) (a) The solid waste collection charge shall be assessed against all residential users and all commercial and institutional users except those who exceed the limitations designated in § 51.03(D). This charge shall be:

(b) All owners of property having additional family or business units living or operating therein (operating upon the same premises’ address) shall be charged an additional collection charge per household(s) and/or business unit(s). The titled owner(s) of the premises shall be responsible for payment of these charges.
(2) For the purpose of this division (A)(2), BRUSH is defined as any part of a bush or tree. The village shall charge the owner of property from which brush is picked up $75 per hour, to be billed in ten-minute increments, with the first half hour free of charge.
(B) The amounts set forth herein shall be billed by the Fiscal Officer as additional charges along with the water and sewer bill which is sent monthly, and shall be payable by the fifteenth day of the month. When the fifteenth of the month, the last day for payment of the water, sewer and waste collection bills falls on a Saturday, Sunday or a holiday, the payment is due at the close of the next working day.
(C) This section shall continue in effect only as long as the village has a contract with a private entity for the collection of garbage or other refuse and shall terminate when such contract is no longer in existence.
