1-6-9: BUILDING AND ZONING ENFORCEMENT OFFICER:
   (A)   Creation of Office: There is hereby created the office of Building and Zoning Enforcement Officer, who may also be referred to in the Code as the Building Officer or Official or Commissioner, the Enforcing Officer, or the Health Officer.
   (B)   Appointment, Eligibility and Term: The President by and with the approval of the Board of Trustees, shall appoint a Building and Zoning Enforcement Officer. No person shall be appointed as Building and Zoning Enforcement Officer unless such person is certified in building code enforcement by the Building Officials and Code Administrators (BOCA) organization. He shall serve at the pleasure of the President and Board of Trustees.
   (C)   Salary: The salary and other provisions of compensation for the Building and Zoning Enforcement Officer shall be fixed from time to time by the Board of Trustees. (Ord. 84-35, 10-22-84)
   (D)   Duties: The Building and Zoning Enforcement Officer shall have the duty to enforce all titles of the Village Code pertaining to buildings, zoning, and health and sanitation, and in addition thereto and in furtherance of said enforcement, he shall: (Ord. 92-8, 4-27-92)
      1.   Administer and enforce the provisions of Titles 4, 5, 6 and 7 of the Village Code.
      2.   Issue all zoning certificates, and certificates of compliance, and make and maintain records thereof.
      3.   Examine and approve all plans for construction, alteration, and demolition of buildings or structures prior to the issuance of building permits and make and maintain records thereof.
      4.   Issue all building permits and site development permits and make and maintain records thereof.
      5.   Conduct inspections of buildings, structures, and uses of land as frequently as may be necessary to insure compliance with the approved plans and the applicable provisions of the Village Code.
      6.   Issue permits regulating the erection and use of tents and make and maintain records thereof. (Ord. 84-35, 10-22-84)
      7.   Provide and maintain information for the public relative to all zoning and building matters arising out of applicable provisions of the Village Code. (Ord. 92-8, 4-27-92)
      8.   Receive, file and forward to the Board of Trustees all applications for special uses and amendments to the Zoning Title.
      9.   Receive, file and forward to the Zoning Board of Appeals all applications for appeals or variations or for other matters on which such Board is required to pass pursuant to the Zoning Title.
      10.   Maintain permanent and current records pertaining to the administration of the Zoning Title, including but not limited to, all maps, amendments and special uses, variations, appeals and applications thereof. (Ord. 84-35, 10-22-84)
      11.   Other Duties: In addition to the duties herein expressly set forth or implied appertaining to this office, the Building and Zoning Enforcement Officer shall serve as the Safety Officer in matters regarding safety and health standards for the employees of the Village, at a minimum, meeting periodically with Village officers to discuss safety problems, meeting monthly with workers, and making periodic safety inspections of the workplace. Actions shall be taken in the discharge of the duties of Safety Officer as are or may be required by the provisions of the Illinois Safety Inspection and Education Act. (Ord. 92-4, 2-24-92)
      12.   Administer and enforce such ordinances and regulations as may be assigned form time to time by the Board of Health. (Ord. 92-8, 4-27-92)
   (E)   Intergovernmental Agreement: The board of trustees may enter into an intergovernmental agreement under which the duties described in subsection 1-6-7(D) of this chapter are performed by the building officer of an adjacent municipality or governmental body. (Ord. 84-35, 10-22-1984)
