153.11 PERSONAL LEAVE.
   (a)   All the employees listed in Section 153.04(b), plus the Police Chief, Desk Sergeant, Parking Meter Person, Street Commissioner, Water and Sewer Commissioner, Water and Sewer Clerk and Dog Warden, shall be entitled to personal leave with pay limited to their regular rate, for any three working days in a calendar year on which the employee is absent from work for personal business. Such personal leave shall be noncumulative.
   (b)   Personal leave shall not be utilized for any period less than one full regular work day.
   (c)   To the extent practicable, the employee shall notify his department head at least forty-eight hours in advance of a personal leave day. In the event of an emergency, the employee shall make a reasonable effort to notify the department head as soon as possible. Personal leave shall not be used to enable the employee to perform compensable services of any kind, except jury duty.
   (d)   No employee shall be compensated for unused personal leave days.
