For the purpose of verifying the cost of any improvement for which a permit is required under this chapter, the applicant shall be required to certify that the cost of the improvement is or will be as stated in the application. The Village shall have the right to require the applicant, after an improvement has been completed, to produce complete records of all costs of the improvement. If, after an improvement has been completed, the applicant has not paid the correct fee required by Section 1321.01(b), he shall file an amended application and submit therewith the balance of any unpaid permit fee.
