(a) No person, firm or corporation shall erect, enlarge or remodel any building or other structure within the Municipal corporate limits, unless and until such person, firm or corporation, or the authorized agent or agents of such person, firm or corporation, shall first procure the written consent of Council.

(b) Consent shall be granted only upon majority vote of Council. If Council approves the application, the Clerk -Treasurer shall issue a permit evidencing such approval after receipt of a fee from the applicant. Such fee shall be calculated as follows: One percent (1 %) of the cost of the improvement, but not less than ten dollars ($10.00) nor more than two hundred fifty dollars ($250.00). (Ord. 1908.
