Before entering upon the duties of their office, each member of Council, the Mayor, the Village Recorder, and each Director or Chief of a Village office, department, division or agency and such other personnel as Council may require, shall take and subscribe to the following oath or affirmation to be filed and kept in the office of the Village Recorder:
"I, , solemnly swear (or affirm) that I will support the Constitution of the United States of America and of the State of West Virginia, and that I will, in all respects, observe the provisions of the Charter, ordinances, resolutions, regulations and rules of the Village of Barboursville, West Virginia, and that I will faithfully discharge the duties of to the best of my skill and judgment."
When such officer or employee shall have taken and filed such oath with the Village Recorder and shall have given such bond as may be required, he or she shall be considered as having qualified for the position to which he or she was elected, appointed or hired; provided, however, if any person so elected, appointed or hired shall not qualify in the manner herein prescribed within fifteen days after he or she shall have been officially declared elected, appointed or hired, said office or position shall by reason thereof, become vacant.
