SECTION 12.14 QUALIFIED ELECTOR DEFINED.

The term "qualified elector" as used in this Charter shall mean a citizen having the qualifications required by general law to vote in the Village elections and who is at that time registered to vote in Cabell County, West Virginia, and is registered at a residence address within the official City limits of the Village of Barboursville, West Virginia.
