Whenever a violation of the Ordinance occurs, or is alleged to have occurred, any person may file a written complaint with the Village of Barboursville Planning Officer. The complaint must state fully and clearly the causes and basis thereof. The Planning Officer shall record properly such complaint, conduct appropriate investigation and take action thereon as the Ordinance provides.
