Any owner or other person having dominion and control over any dwelling or building determined by the Agency to be unfit for human habitation or any building, whether used for human habitation or not, that is unsafe, unsanitary, dangerous or detrimental to the public welfare, who shall wilfully fail to comply with any order to repair, vacate or demolish such dwelling, shall be guilty of a misdemeanor.
Any occupant or lessee in possession who wilfully fails to comply with any order to vacate, and who fails to repair the dwelling or building in accordance with any order given, as provided for in this article shall be guilty of a misdemeanor.
