1713.06 CONDITIONS MAKING BUILDINGS UNFIT FOR HUMAN HABITATION.
   If it finds that conditions exist in such dwelling which are dangerous or injurious to the health, safety or morals of the occupants of such dwelling or the occupants of neighboring dwellings or other residents of the Municipality, or that any building, whether used for human habitation or not, is unsafe, unsanitary, dangerous or detrimental to the public welfare. Such conditions may include the following, without limiting the generality of the foregoing: defects therein increasing the hazards of fire, accident or other calamities; lack of adequate ventilation, light or sanitary facilities; dilapidation; disrepair; structural defects and uncleanliness. The Agency may provide from time to time additional standards for determining the fitness of a dwelling for human habitation.
