The amount of the cost of the repairs, alterations or improvements, vacating and closing, or removal or demolition done under the preceding section, shall be a lien against the real property upon which such cost was incurred. If the dwelling or building is removed or demolished by the officer, under authority of the Agency, he shall sell the materials of such dwelling or building and shall credit the proceeds of such sale against the cost of the removal or demolition, and any balance remaining shall be deposited as may be directed by the Circuit Court of the county in which the dwelling or building is located and shall be disbursed by such court to the persons found to be entitled thereto by its final order or decree; provided, however, that nothing in this section shall be construed to impair or limit in any way the power of the Municipality to define and declare nuisances and to cause their removal or abandonment, by summary proceedings or otherwise.
